  • Target Population: Local district social services (LDSS) child welfare and adult services staff including caseworkers, supervisors and managers; current or prospective foster or adoptive parents or relative guardians, and representatives from family court; OCFS Staff (including all CWCS and DJJOY staff), provider agency staff; staff of child welfare or adult services provider agencies licensed and/or monitored by OCFS including agencies providing these services through LDSS contracts; stakeholders affiliated with Native American Services; non-traditional child welfare stakeholders and Non-Federal Funding participants.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Non-Federal Funding Participants may include staff from OCFS outside of CWCS as well as other state agencies such as the Office of Court Administration and Office of Alcoholism and Substance Abuse Services.

    Purpose: Training and technical assistance will be provided to local district social services and provider agencies to support them in making program improvements that will enable them to achieve the goals of safety, permanency, and child well-being within the New York State legal, regulatory, and casework practice framework.

    Training Type: Classroom, Workshops, Courses, Coaching, Special Topics

    Description: Fulfill specific requests for services from OCFS CWCS Home and Regional Offices to meet the needs of provider agencies and LDSS staff.

    Purpose: YRI will maintain and provide education and training resources for emergent OCFS training needs or initiatives, as specified by OCFS BTD based on management and staff input as well as any changes in State and Federal laws, rules, regulations and policies.

    Description: OCFS anticipates that training needs may arise throughout the year and these efforts will be supported through this activity. In close collaboration with OCFS, YRI will provide training services to staff from various program areas including, but not limited to, Local District Social Services Child Welfare, Voluntary Agencies and OCFS including the Division of Juvenile Justice and Opportunities for Youth and CWCS, as well as other state agencies.

    The target population for the Financial Staff Support and Training activity is: Office of Children and Family Services (OCFS), Office of Information Technology Services staff who are assigned to support OCFS proprietary systems and Local Departments of Social Services (LDSS) staff, provider agency staff, and vendors who need access to OCFS proprietary applications.

    Purpose: The purpose of this activity is to provide training and training support services for WMS, CMS, and other proprietary systems users.

    Training Type: Varies

    Description: Staff will provide training, training needs assessment, training support, curriculum development, and trainee solution support for OCFS financial systems of record to support the Office of Children and Family Services and Local District Social Services. This includes child welfare services in the Welfare Management System (WMS) and Child Care Review Service (CCRS) system, which is a function that has been transferred to CONNECTIONS Activities, that deal with service authorizations and tracking the youth for Title IVE federally benefiting programs, and Title IVE payments made in the Benefit Issuance Control System (BICS), and the Statewide Services Payment System (SSPS). 

    Title IVE payments include participation in discussions regarding trainee and system needs with state and local district staff and development of resource materials.

    Description: This training is intended to help OCFS and LDSS Child Welfare staff assess and address issues related to workplace safety; this may include, but not be limited to:

    ·Safety related training

    · Workplace Violence prevention training

    · Workforce Security training

    · Physical security assessment

    · Consultant curricula requires approval by OCFS prior to use

  • Purpose: To provide more succinct information on topics such as aging out, unmet needs in care, and barriers to progress or permanency, OCFS will continue the established Youth Advisory Board (YAB) of youth who have lived experience in the New York State foster care system. 

    Allowing youth to have a voice in the policies and procedures that shape their transition to independence will enhance workforce readiness and potentially produce better outcomes for the agency.

    Description: OCFS seeks an advisory panel of experts who experienced foster care as a youth in New York State.   Youth input on various policy topics and quality of life issues related to foster care are of utmost priority for the agency. 

    The OCFS Youth Advisory Board will consist of up to 20 members under the age of 24 when initially recruited. The recruitment of the board members will focus on recruitment from foster care agencies, youth groups, schools, and runaway and homeless youth programs throughout the state.  All members should have current or previous experience in the foster care system and be able to provide their feedback and suggestions on improving the system. 

  • Purpose: Trainings to be provided will support trainees to develop their knowledge, skills, and abilities related to providing services and supports to runaway and homeless youth and young adults. 

    Description: YRI will deliver and record training content on a web-based platform.

  • Purpose: To provide conference participants with information regarding current best practices to better respond to Runaway and Homeless Youth (RHY) in New York State.

    Description: Provide support to an annual Runaway and Homeless Youth conference. The support may include, but is not limited to, workshop space for OCFS or their designee to present up to two workshops at a conference of national significance, and registration for up to 200 individuals representing OCFS and/or RHY programs, providers, and county coordinators at the event.
